Making Code Universal

I've been figuring out a lot of dreamweaver just by trial and
error, but something has come up that is bothering me (and I'm sure
the answer is so simple). On my home page, I have created two
navigation bars: one on top and one at the bottom of the page. I
can easily duplicate the top one for all of the other pages by
copying and pasting the code onto each page. However, the bottom
nav. bar keeps showing up in the middle of the page, and when I try
and move the table to the bottom using the little arrow at the
bottom of the box to expand the cell size, it moves the text to the
bottom, but the table takes up half the page, which isn't what I
want.



I'm pretty sure there is a way to make sure the bottom nav.
bar stays at the bottom of every page, but I can't seem to work it
out. Can anyone give suggestions? Is there a way to make a
universal code using CSS or something?
