No, you cannot change that. But the alt attribute's value is
not displayed
in any modern browser except for IE. Perhaps you should
consider using the
title attribute, which is displayed in all browsers?

Changing Font on Alt text?
You can find JavaScript libraries which create fancy
callouts. Look at
jQuery for one that provides much more capability than
callouts.
